Abstract

This study is entitled "The Effectiveness of Regional Regulation Number 15 of 2013 concerning the Prohibition of the Production, Distribution, and Sale of Alcoholic Beverages in Jayapura City." This research is motivated by the increasing distribution and consumption of alcoholic beverages, which has had various negative impacts on community life, such as increased crime, disturbances of public order, violence, and decreased security and public order in Jayapura City. In an effort to address these issues, the Jayapura City Government enacted Regional Regulation Number 15 of 2013 concerning the Prohibition of the Production, Distribution, and Sale of Alcoholic Beverages. This study aims to determine the effectiveness of the implementation of this regional regulation and the factors that hinder its implementation in Jayapura City. The research method used in this study is normative empirical. Data were obtained through literature review, observation, and interviews with government officials, law enforcement officers, and the community. The results indicate that the implementation of Regional Regulation Number 15 of 2013 has not been running effectively and optimally. Although the government and law enforcement officials have monitored and regulated the circulation of alcoholic beverages, illegal production, distribution, and sale of alcoholic beverages are still found in various areas of Jayapura City. This situation indicates that the effective implementation of regional regulations still faces various obstacles, both in terms of law enforcement and public awareness. Based on research results, several factors hinder the effective implementation of Regional Regulation Number 15 of 2013, including a lack of public legal awareness, weak supervision and law enforcement, limited facilities and infrastructure, and the community's economic dependence on the sale of alcoholic beverages. Furthermore, a lack of coordination between relevant agencies and the continued circulation of alcoholic beverages from outside the region also hinder the implementation of this regional regulation. Therefore, cooperation between the government, law enforcement officials, and the public is needed through increased legal awareness, stricter supervision, and firm law enforcement to effectively achieve the objectives of Regional Regulation Number 15 of 2013 and maintain public order and security in Jayapura City.
