Abstract

This study aims to analyze the effectiveness of the implementation of Electronic Traffic Law Enforcement (ETLE) on the Pedestrian Bridge (JPO) of the Cendrawasih Sports Hall in Jayapura and to identify factors that influence traffic violation law enforcement. The research is motivated by the increasing number of traffic violations and the need for a transparent and accountable law enforcement system. The research method used is empirical research supported by normative data through field studies and literature studies, with data collection techniques in the form of observation, interviews, and documentation. Data analysis was conducted qualitatively. The results of the study indicate that the implementation of ETLE has a positive impact on increasing driver compliance through automatic and real-time recording of violations. However, the effectiveness of ETLE is still influenced by limited infrastructure, the quality of law enforcement officers, low public legal awareness, and a lack of socialization. Therefore, technological improvements, public education, and strengthening the capacity of officers are needed to optimize the implementation of ETLE in Jayapura City.
