Abstract

The cuscus (Spilocuscus) is an endemic species of eastern Indonesia that plays a vital role in maintaining the balance of forest ecosystems, particularly in Papua. However, its existence is increasingly threatened by poaching, illegal trade, and habitat degradation. This study aims to analyze cuscus conservation efforts in Papua based on Law Number 32 of 2024 concerning the Conservation of Biological Natural Resources and Ecosystems and to identify obstacles in its implementation. The research method used is normative legal research with a legislative and conceptual approach, utilizing secondary data in the form of primary, secondary, and tertiary legal materials. The results show that normative legal protection for cuscuses has been clearly regulated through prohibitions on hunting, ownership, and trade of protected species. However, its implementation has not been optimal due to weak law enforcement, low public awareness, limited monitoring facilities, and the lack of optimal integration of local wisdom into conservation policies. Therefore, it is necessary to strengthen law enforcement, increase education and public participation, and synergy between the government, law enforcement officials, and indigenous communities to ensure the sustainability of cuscus conservation in Papua.
