Role of the Papuan People's Assembly as the Special Autonomy Implementer.

Abstract

This study is entitled "The Role of the Papuan People's Assembly as an Administrator of the Special Autonomy Regional Government (Case Study I, Jayapura City). This study aims to determine the role of the Papuan People's Assembly as a representative of the indigenous Papuan people in the implementation of the Special Autonomy Government and to identify the obstacles faced by the Papuan People's Assembly in carrying out its role as an administrator of the Special Autonomy Government. This study uses a normative empirical research method, which examines issues related to normative research, commonly referred to as library research or documentary studies. Empirical research, or field studies, is a method of obtaining data through observation to obtain information that will be processed and reviewed based on applicable regulations. The results of the study indicate that the role of the Papuan People's Assembly as an administrator of the Special Autonomy Government in Jayapura City is not optimal due to the gap between the MRP as a representative of indigenous Papuans and the Papuan people as the parties represented. These gaps are caused by the recruitment system, geographic and topographical conditions, sociological barriers, and legal obstacles. To reduce these gaps, efforts are needed to strengthen the MRP institution by improving the selection system for MRP candidate members, building constructive synergy between the MRP, the DPRP, and the Executive (Governor); synergy with the central government; utilization of experts; and the importance of providing training for selected MRP candidates. The obstacles faced by the MRP in carrying out its duties as one of the administrators of the special autonomy government include a lack of human resources, inadequate fund management, and oversight of each performance, which has not yet been felt by the Papuan people, particularly in Jayapura.
