Digitalization of public services is a crucial strategy for improving the effectiveness, transparency, and accessibility of government services, particularly in remote areas. However, its implementation in Central Kalimantan faces various challenges related to information and communication technology (ICT) infrastructure, human resource capacity, regulations, and community readiness. This study aims to analyze the challenges of ICT infrastructure in implementing digital public services in remote areas of Central Kalimantan. The approach used is a qualitative literature review, with the stages of identification, selection, coding, and thematic analysis of relevant scientific journals, academic books, policy reports, and case studies. The analysis also includes a comparative approach and literature triangulation to ensure the validity of the findings. The study revealed that technical constraints, such as limited internet access, uneven electricity supply, and a lack of ICT devices, were the main obstacles. Furthermore, suboptimal central-regional coordination, fragmented information systems, low ICT competency among civil servants, and limited public digital literacy hampered the effectiveness of digital public services. Contextual analysis showed that digitalization strategies must be tailored to local geographic characteristics, population distribution, and socio-economic conditions. These findings provide the basis for comprehensive policy recommendations, including infrastructure strengthening, human resource capacity building, and community digital literacy programs, so that digital public services can operate inclusively, effectively, and sustainably in remote areas.
