Abstract

Residential fires are a form of non-natural disaster that significantly impacts the social, economic, and psychological lives of affected communities. Fire management requires a rapid response that is not only oriented towards the technical aspects of extinguishing, but also towards restoring the victims' social functioning. In this context, the Muhammadiyah Disaster Management Center (MDMC) plays a key role in community-based fire rapid response. This article aims to analyze and synthesize the MDMC rapid response model in fire disaster management from a social work perspective. This research uses a qualitative approach through a systematic literature review method. Data sources were obtained from national and international journal articles, scientific proceedings, and academic publications relevant to the topics of disaster, MDMC, and social work. Data analysis was conducted using content analysis techniques through a process of data reduction, theme grouping, and conceptual synthesis to build a comprehensive understanding of the MDMC rapid response model. The results of the study indicate that the MDMC rapid response in fire disaster management includes volunteer mobilization, cross-sector coordination, emergency service provision, and a community-based approach. From a social work perspective, MDMC practices reflect the application of human rights principles, restoration of social functioning, and community participation. Casework, group work, and community work approaches were used simultaneously in assisting fire victims. The synthesis of the studies resulted in a conceptual model of MDMC's rapid response based on social work that emphasizes the integration of humanitarian values, professional practice, and community empowerment. This model has important implications for strengthening more holistic and sustainable disaster management practices in Indonesia.
