The state has the responsibility to protect and guarantee the rights of citizens, while citizens have the obligation to obey the law and participate in state life. Rights and obligations must be balanced in order to create a safe, just and prosperous social life. The legal basis is found in the 1945 Constitution and various laws. However, the implementation of these obligations still faces various obstacles, such as low legal awareness and education, which means that many citizens do not understand their rights and obligations, such as educational inequality, corrupt practices, and minimal political participation in society, as well as differences in culture and social norms which also become obstacles to the implementation of citizens' rights and obligations. This research examines the legal basis for citizens' obligations as stated in the 1945 Constitution and related laws and regulations, as well as the forms of their application in various aspects of life. The results of the discussion show that the implementation of civic obligations can run optimally if it is supported by increasing legal awareness, character education, and instilling national values to encourage students and the younger generation to become critical, ethical and socially caring citizens.
